Notice how the Admin workspace uses GL accounts for categories and the Projects workspaces uses Expense Items for categories.

Choosing "Use All Categories"  allows employees to choose from ALL of the categories (either GL accounts or Expense Items).

If you wish to limit the size of the category lists in Expensify, select only specific categories (GL accounts or Expense Items) from the Categories tab.
